The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed change of use from bakery (Class E) to a 2-bed residential flat (Class C3).It is noted that the property is sub-divided, with a 2-bed flat located on the second floor.
The property is benefitted with a hardstand which is served by an existing vehicular access from Downside Avenue. The hardstand is large enough to provide off-street parking for 2x cars, however it is not clear from the submitted details whether the parking area is already allocated for use by the residential unit on the second floor.
In any case, when considering the parking demand for both the existing and proposed uses, the associated impacts are neutral as each use would require 2x parking spaces. Therefore, the proposed change in use would not be considered to give rise to any overspill parking over and above that previous established by the former use as a bakery.
For this reason, the LHA would not wish to raise any in-principle objections to the proposed development.
Secured and covered cycle storage will be required in accordance with the levels and standards as set out within section 8 of the SPD.

CYCLE PROVISION
The building shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 2 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
