PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.

APPLICATION SUMMARY

COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the 'variation of planning condition 1 (Approved Plans) under application 20/00596/FUL; for the extension to the existing industrial unit, along with the erection of two new industrial buildings to house small industrial/commercial units. That include amendments to - finished ground levels - retaining walls - the site layout - along with the omission/removal of the previously approved 'Block C'.

The associated transport and highway impacts of the S73 proposal are similar to the previous consented scheme under application 20/00596/FUL, therefore the LHA would largely reiterate the previous reply and recommendations.

SUMMARY:
The LHA would not raise any objections in principle to the proposed S73 variations associated with the previously consented development of the site with small industrial/commercial units, in accordance with the current submitted details and plans; whilst seeking a supporting Strategic Transport Contribution toward sustainable transport schemes, for example such as Morlaix Drive, to help to mitigate the impact of the development. Recommending the following planning conditions are included in any grant of planning permission: -

JUNCTION ACCESS AND SERVICE ROADS
() No building shall be occupied until that part of the service road which provides access to it and the junctions that provides pedestrian and vehicular access between the site service road and the highway in Darklake Close has been constructed no steeper than 1 in 10 at any point in accordance with the approved plans.

Reason:
To ensure that an appropriate and safe access is provided in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 ' 2034


PROVISION AND PRESERVATION OF SIGHT LINES
() Prior to occupation adequate sight lines shall be provided at the exit junctions from the site onto Darklake Close to give drive visibility of oncoming vehicles along the street for a distance of 43 metres when measured 2.4 metres into the site from the road carriageway channel line in Darklake close. No structure, erection or other obstruction exceeding 600mm in height above the road carriageway at the site exit shall be placed, and no vegetation shall be allowed to grow above that height, within the approved sight lines to the site access at any time.

Reason:
To preserve adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


CYCLE PROVISION
() The buildings shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for 22 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
To promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


CAR PARKING PROVISION
() The buildings herby approved shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details and that area shall not thereafter be used for any purpose other than the parking of vehicles serving the development.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.

TRAVEL PLAN
() The buildings hereby permitted shall not be occupied until a Travel Plan has been submitted to and approved in writing by the Local Planning Authority. The said Travel Plan shall seek to encourage staff and all site users to use modes of transport other than the private car to get to and from the premises. It shall also include measures to control the use of the permitted car parking areas; arrangements for monitoring the use of provisions available through the operation of the Travel Plan; and the name, position and contact telephone number of the person responsible for its implementation. From the date of the occupation the occupiers shall operate the approved Travel Plan.

Reason:
The Local Planning Authority considers that such measures need to be taken in order to reduce reliance on the use of private cars (particularly single occupancy journeys) and to assist in the promotion of more sustainable travel choices in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034. The applicant should contact Plymouth Transport and Infrastructure for site-specific advice prior to preparing the Travel Plan.


INFORMATIVE: Strategic Transport Contribution.
A supporting Strategic Transport Contribution should be secured toward sustainable transport schemes, in accordance with the Councils approved scale of charges, or as otherwise agreed by the LPA.
