Policy DEV 14 in the JLP notes that, 'Change of use of existing employment sites (including vacant sites whose lawful use is for employment purposes) will only be allowed where the following applies:

i. The proposal is specifically provided for by the local plan to deliver wider strategic objectives, or

ii. There are overriding and demonstrable economic, regeneration and sustainable neighbourhood / communities benefits from doing so, or

iii. There is no reasonable prospect of a site being used for employment use in the future,'.

We recognise that within the planning statement provided aspects of the above are discussed and references to the NPPF are made to support the redevelopment of the site. It would still be useful to understand, when a full application comes forward on the site, when the units at Traynor House were last occupied. Further, it would also be helpful to see what marketing activity was undertaken to try to find tenants for the units before the decision was made to apply for a change of use. It would be useful to understand what level of interest this garnered and if captured, the reasons given by businesses not taking a lease.
