Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 25/01035/FUL
SITE: 128 UNDERWOOD ROAD, PLYMOUTH
DEVELOPMENT: Change of use from a former chapel (F1) to dwellinghouse (C3)
Observations:
The primary concern from a LHA viewpoint in respect of this change of use application relates to the fact that no off-street car parking has been proposed to serve the residential dwelling that will be created and what impact this would have upon the existing road network.
On the basis that it is the intention to provide a 3-bedroom dwelling, two off-street car parking spaces would be required to serve it based upon application of the indicative parking standards as outlined within the JLP SPD. In view of the fact that no car parking is proposed it could be argued that the proposed development is not policy compliant (in relation to car parking provision) and should therefore be refused.
However, the LHA does have to factor-in car parking demand/generation associated with the former chapel. Whilst this previous use wouldn't have generated parking demand as consistently as a residential dwelling (as the chapel would only have been in use at certain times of the day throughout the week), when it was in-use for gatherings/events etc it is likely that the parking demand generated by it would have been well in excess of the 2 spaces required to serve the residential dwelling now proposed.
Although it is acknowledged that this section of Underwood Road is very heavily parked throughout the daytime and into the evenings, the LHA cannot ignore the fact that the existing Chapel would have generated a demand for car parking in it's own right.
Therefore, and rather reluctantly I may add, the LHA would not wish to raise any objections to this change of use application. I would however recommend that a condition be attached relating to the need to provide 2 secure and covered cycle parking spaces for use by occupiers.
Recommendation:
The Highway Authority recommends that the following conditions be attached to any grant of consent:
TN22 CYCLE PROVISION
The building shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 2 bicycles to be securely parked and covered. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
