Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/01056/MOR

SITE: ST ANNES HOUSE, JENNYCLIFF LANE, PLYMOUTH

DEVELOPMENT: Pre-application for 4 static homes


Observations:

Planning application no 24/00256/FUL which included for the provision of the use of the site as a wedding venue, was determined on the basis of it being served by 34 off-street car parking spaces, with 29 available for use by guests and 5 by staff.

The pre-application plans submitted for the 4 proposed static homes proposes the removal of 9 of the parking spaces previously proposed to serve the property whilst weddings/events were taking place there. This reduces the overall number of car parking spaces available for when functions are taking place to 25 form the original number of 34.

Although the Planning Statement refers to the 9 displaced car parking spaces being relocated elsewhere on the site, this is not indicated on the drawings provided and whilst 8 car parking spaces are proposed as part of this pre-application proposal, they would be allocated for use by occupiers staying in the static caravans.

Furthermore four of the 9 spaces which are proposed for removal as part of this proposal were EV charging spaces. Whilst 4 EV charging spaces would be retained within this area of the site, as stated above they would be allocated to the four static caravans and as such would not be available for use by guests/staff associated with weddings/functions taking place at St Annes House (which was the approved position for application 24/00256/FUL).

As a result of this loss of car parking (and reduction in EV charging provision), I can confirm that the LHA would object to this application were it to be submitted as a planning application in its current format.
