Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 25/01063/FUL
SITE: 26 WILLIAM PRANCE ROAD, PLYMOUTH
DEVELOPMENT: Provision of external alterations/equipment and additional car parking in association with use of building as animal hospital (Use Class E).
Observations:
This application is virtually identical to a previous submission (app no 25/00650/FUL) to which no objections were raised by the LHA.
The additional comments provided by the applicant in their cover letter relating to car parking provision has not given rise to the need for any alternative views from the LHA on this application and I would therefore reiterate the comments made in respect of the previous application and raise no objections. However, I would recommend that the conditions mentioned below are attached to any grant of consent.
Recommendation:
The Highway Authority recommends that the following conditions should be incorporated into any grant of planning permission:-
TN20 PROVISION OF PARKING AREA
Each of the parking spaces (including the provision of EV spaces) shown on the approved layout plans shall be constructed, drained, surfaced, demarcated and made available for use and thereafter those spaces shall not be used for any purpose other than the parking of vehicles.
Reason: To enable vehicles used by either staff or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019. TN22
CYCLE PROVISION
The use of the extension to the car parking area hereby proposed shall not come into operation until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum number of bicycles to be securely parked and covered in accordance with the minimum cycle parking standards as outlined in the Plymouth and South West Devon JLP SPD adopted July 2020. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason: In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
