I've had a read through the Transport Section of the Planning, Sustainability and Transport Statement provided and in terms of actual detail on existing car parking numbers and their associated usage, there seems to be a distinct lack of detail. There is no clarification on the actual number of spaces that will be 'lost' as part of these proposals and how many there are in total currently serving the site. It would also have been helpful if some survey data was provided in respect of the level of usage of the current on-site car parking areas.

The fact that reference has been made to securing the use of a further 50 car parking spaces at Stonehouse Creek would seem to suggest that the potential loss of these spaces would cause a problem. If existing car parking areas on-site were currently under-utilised then there would be no need for these extra 50 spaces at Stonehouse Creek but this doesn't appear to be the case.

Is the applicant able to provide further information in relation to this arrangement at Stonehouse Creek as I was under the impression that the car park at Stonehouse Creek was used by employees of Princess Yachts during weekday 'office hours' and as such I'm not sure that spare capacity exists here? Is there a legal agreement/contract in place with the landowner relating to this?

At present I do not feel that we have enough information to confirm that this loss of car parking will not have a negative impact from a transport viewpoint and as such would have to maintain a transport recommendation of refusal unless the applicant can provide further information to address the comments made above.

Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/01070/FUL

SITE: CITY COLLEGE PLYMOUTH, KINGS ROAD, DEVONPORT, PLYMOUTH

DEVELOPMENT: Single storey extensions to Engineering and Brick Shed Buildings, plus gas storage area


Observations:

On the basis of the plans provided and from viewing aerial images of City College on Google, it would appear that the proposed extensions will lead to the loss of around 30-40 existing car parking spaces which is a considerable number.

No information has been provided by the applicant as part of this application to confirm how many spaces will be removed as part of this application and how their loss will be adequately mitigated? The current concern of the LHA is that the loss of such a level of car parking could lead to increased pressure for on-street kerbside car parking along Kings Road and within the Devonport area itself (with the former already being very heavily parked as a result of City College).

Furthermore, as part of the parking and access strategy approved for the redevelopment of The Brickfields, it is the intention that existing car parking provided at City College will be made available to serve The Brickfields on those weekends when multiple sporting events are taking place. It is not currently clear how the removal of this level of parking within City College will impact upon those pre-determined car parking arrangements. This also needs to be considered by the applicant when compiling their car parking statement for the site.

At present I am not currently able to recommend in support of this application due to the concerns that remain regarding the loss of car parking that will occur at City College as a result of these proposals. Further information in the form of a Parking Technical Note should be provided which elaborates on the comments made above.

Recommendation:

The Highway Authority is likely to recommend refusal of the application in the absence of further information.
