COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed internal alterations to rationalise the internal layout of the terraced dwelling, by reducing the number flats from the existing five in number, down to two in number 2-bedroom dwellings, whilst maintaining the current occupancy levels.

The property currently has one off-street car parking space at the rear which would be retained.

The property is located within a permit parking zone (PPZ), with the associated PCC Policy, which includes a parking exclusion process, established in May 1997. That states that any property located within a controlled parking zone that receives planning permission for demolition, redevelopment, conversion from single occupancy to multiple occupancy, or any other changes that would increase parking demand will automatically be excluded from eligibility for a residents' parking permit.

At the time this policy was introduced number 11 Radford Road was a single dwelling house. However, referring to the details in the associated planning application number 25/00798/EXUS for a Certificate of Lawful Use, indicates that in 1998 the property was developed into five flats without obtaining the necessary planning permission. Had the correct legal processes been followed at that time, the property would have been automatically excluded from permit eligibility due to the increase in occupancy.

While this current planning application now proposes a reduction in the number of flats from five, to two whilst maintaining occupancy levels, it still represents an increase in occupancy compared to its original state as a single dwelling. This change continues to impact the parking demand in the area, and the permit exclusion process remains relevant in assessing eligibility for residents' parking permits. Therefore, the applicant's attention should be drawn to the fact that should planning permission be granted and implemented, then both flats would be excluded from the entitlement of on-street parking permits within the scheme.

SUMMARY:
The LHA would not wish to raise any objections the proposed reduction in number of flats, from five down to two whist maintaining occupancy levels.

INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
() The applicant should be made aware that the property lies within a resident parking permit scheme from which in accordance with Council Policy the application property would be excluded from the entitlement of on-street parking permits.

DEVELOPMENT: Reduction in number of flats (Class C3) from 5 in number, to 2in number whilst maintaining occupancy levels.

In May 1997, a report was taken to the Plymouth Joint Highways Committee and a recommendation was agreed that properties or premises situated within a Permit Parking Zone that are to be demolished or re-developed should be automatically removed from the list of properties eligible to apply for any form of parking permit.

Also, where an increase in parking demand occurs as a result of the property having a change of use or being increased to multiple occupancy, removal of the property from the list of properties eligible to apply for a permit will be at the discretion of the Head of Transport Services.

As this property is subject to an application that falls under one of the above mentioned criteria, then I would have to inform you that in accordance with current Council Policy, in the event that the proposed development or change of use is implemented, this property will be excluded from the Permit Parking Zone that is in operation within this area of the City. Therefore, the new development would be excluded from the issue of parking permits, including business permits, and visitor tickets.
