The proposals seek to convert the lower ground floor of the above-mentioned property to provide a 1-bed flat with a maisonette above, alongside the provision of a hardstand to the front.

Planning consent was granted in 2019 for a similar proposal under planning reference 18/01926/FUL and the Local Highway Authority (LHA) raised no objections to the application.

As the transport elements of the proposal are identical to those approved in 2019, the LHA would again, raise no in-principle objections to the proposed development subject to conditions.

SURFACING OF DRIVEWAY/PARKING AREAS
PRE-OCCUPATION
The development hereby permitted shall not be occupied until the driveway/parking area has been surfaced using either'a permeable surface or hard paved for a distance of not less than 1m from the edge of the public highway and drained to a private soakaway; and shall thereafter be maintained to ensure satisfactory access to the adjoining highway.'

Reason:'
To ensure that no private surface water or loose material is deposited onto the adjoining highway in the interests of highway safety in accordance with Policy DEV29 of the adopted Plymouth & South West Devon Joint Local Plan 2014-2034 and Section 9 of the National Planning Policy Framework.'

CYCLE PROVISION
PRE-OCCUPATION
The development hereby permitted shall not be occupied until Cycle storage provision for 1 bicycle has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority.''

The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose in perpetuity and shall not be used for any other purpose without the prior consent of the Local Planning Authority.''

INFORMATIVE: KERB LOWERING
Before the access hereby approved are first brought into use it will be necessary to secure dropped kerbs with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
