The proposals seek to change the use of the above-mentioned property from a HMO (Use Class C4) to a large HMO (Sui Generis). The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The property lies within a sustainable and accessible location, with the rail station and city centre within walking distance which provides strong public transport links to the rest of the city and beyond. The site is also located within close proximity to Plymouth University and there are a range of local amenities within walking distance, therefore resulting in a variety of opportunities for travel to and from the site via sustainable modes of transport. In addition, the property is located within a Controlled Parking Zone (CPZ) that is in operation between 10am and 5pm, Monday to Saturday. Such conditions would allow the property to be eligible for car free development.
It should be noted that the properties will be excluded from obtaining permits for use within this CPZ if planning permission were to be granted and I would refer the applicant to the accompanying Parking Exclusion letter which confirms this.
Secure and covered cycle storage for a minimum of 5 bicycles will be required in accordance with the requirements in the SPD. The provision of such storage should be secured via planning condition.

The development hereby permitted shall not be occupied until Cycle storage provision for 5 bicycles has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority.''
The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose in perpetuity and shall not be used for any other purpose without the prior consent of the Local Planning Authority.''

In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034 and Section 9 of the National Planning Policy Framework.'
INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
The applicant should be made aware that the property lies within a resident parking permit scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

I cannot see issues surrounding this property with regards to waste management, however, it must be noted that this area is subjected to using communal bins located in the rear lane
