The proposals seek to construct a new modular office building and bike store within the Devonport Dockyard. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The submitted Planning Statement informs that the new modular building is required to replace an existing building which is no longer fit for purpose and is due to be decommissioned. Therefore, the proposed office space will be utilised for existing functions within the wider site and would not give rise to any increased vehicular movements over and above those previously established by the now redundant, existing office space.
The proposals also include the provision of a bike store and shower/changing facilities which is welcomed. In accordance with the SPD, the bike store should be large enough to provide cycle parking for a minimum of 2x bicycles.
In conclusion, as the new modular office building is required to replace an existing building within the site and there is no loss in off-street parking or proposed increase in staff/vehicular trips to the site, the LHA would not wish to raise any in-principle objections to the development.

The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose in perpetuity and shall not be used for any other purpose without the prior consent of the Local Planning Authority.''
Reason:'
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034 and Section 9 of the National Planning Policy Framework.'
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
