Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/01284/FUL

SITE: CIVIC CENTRE CAR PARK, PRINCESS STREET, PLYMOUTH

DEVELOPMENT: Development of an electrical building in the Civic Centre Car Park (over 6 existing car parking spaces), soakaway, and associated works.


Observations:

As stated in the response provided to an earlier pre-application enquiry, there are no objections from the Parking Team at PCC to the removal of these 6 existing pay and display parking spaces.

In order to understand potential impacts upon the operation of the remaining car park during the construction phase of the works, I would recommend that a condition be attached relating to the need for a Construction Traffic Management Plan.

Recommendation:

The Highway Authority recommends that the following conditions should be incorporated into any grant of consent:

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The development works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the development works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles and contractors parking arrangements. The development works hereby proposed shall be carried out strictly in accordance with the approved CTMP.

Reason:
To ensure that the traffic impacts associated with the construction phase of the works does not lead to adverse impacts upon the operation of both the existing car park and the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
