COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to this pre-application proposal for the renovation and modification of grade II listed townhouse in Wyndham Square.

The property also has a rear access from Francise Street in the form of an old and narrow Service Lane.

There is on-street parking around Wyndham Square that is subject to parking restrictions that includes a Resident Permit Parking Scheme.

The proposed works to the building would apparently be contained within the boundary of the property itself and would not have any impact outside of that, aside from the impacts from associated construction vehicles and deliveries during the works. Therefore, as part of any future planning consent to mitigate those impacts a Construction Traffic Management Plan condition would be needed.

The footways in Wyndham Square are surfaced in natural stone with granite kerbs, so measures would need to be in place to protect the footways and the carriageway from any damage during the construction phase, including by associated construction lorries and deliveries. Therefore, as part of any future planning consent a highway Dilapidations Survey would be needed to cover both the footways and carriageway in Wyndham Square.

SUMMARY:
The LHA would not wish to raise any objections in principle to this pre-application proposal for the renovation of a grade II listed townhouse in Wyndham Square. But as part of any future planning consent would seek appropriate planning conditions to protect the public realm against associated damage, in the form of a Construction Traffic Management Plan, and a Highway Dilapidation Survey.

Incidentally, due to the impacts from the associated construction traffic in the public streets, from such things as Scaffolding, deliveries, etc, prior to any work starting an Access to Site Permit would also need to be obtained from Plymouth Highways.
