Policy DEV 14 in the JLP notes that, 'Change of use of existing employment sites (including vacant sites whose lawful use is for employment purposes) will only be allowed where the following applies:

i. The proposal is specifically provided for by the local plan to deliver wider strategic objectives, or

ii. There are overriding and demonstrable economic, regeneration and sustainable neighbourhood / communities benefits from doing so, or

iii. There is no reasonable prospect of a site being used for employment use in the future,'.

There is insufficient information in the pre-application regarding current / future employment use of the site. This information would be helpful in understanding if there is no reasonable prospect of the site being used for employment in the future.

It would be useful to understand why the site has been looked at for housing rather than employment uses? A demonstration that the site has been advertised and some information about the level of demand in the sight would help in understanding the drivers behind this decision which will enable the Ec Dev team to provide a more considered response going forward.
