This pre-application enquiry seeks advice on the proposed construction of 3x dwellings and associated works at the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

An application to develop the site for 4x dwellings was previously approved (planning reference 23/01376/FUL) and the current proposals seek to revise the approved scheme following the transfer of land to the adjacent landowner.

Plots 3 will be accessed directly from Hartley Road (which is currently a private road) and a new access road is proposed to serve plots 1 and 2. The new access consists of a 4.8m wide carriageway, with a 1.8m wide footway on the eastern side and a 600mm wide service strip on the western side. On-site turning is provided via the proposed turning head at the end of the access road which conforms to the required size dimensions. The 1.5m footways on either side of the 'T' head will need to be kept free from any obstruction to allow larger vehicles sufficient clearance to overhang to aid with turning.

The access road exceeds the minimum width requirements for a private drive serving no more than 3x dwellings and is therefore acceptable to the LHA.

Each dwelling is provided with a minimum of 2x policy compliant off-street parking spaces which is acceptable to the LHA in this instance.

Secure and covered cycle and bin storage is provided within each of the proposed garages, alongside an EV charging point which satisfies the requirements within the SPD.
For these reasons, the LHA would not wish to object to the proposed development.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
