COMMENTS:
The Local Highway Authority would not wish to raise any objections in principle to the proposed alteration of an existing flat roof, to allow it to be used as a roof-terrace by sixth form students.
Although the work would be contained within the bounds of the school property, for reasons of safety the construction phase would need to be managed to mitigate conflicts and risks. It is therefore recommended that a Code of Practice planning condition is included in any consent demonstrating the necessary safeguarding measures needed.
The safeguarding measures should include but not be limited to: - Preventing any movement of construction vehicles and deliveries both within and outside of the school site in Somerset Place during the school starting and finishing times - The use of allocated and approved parking and construction routes only, both within and outside of the school - Establish appropriate safety zones as needed - Banksman to be used whenever construction vehicles movements and deliveries occur including outside of any time restrictions.
SUMMARY:
No objections subject to the above comments and following condition being applied as part of any consent: -
CODE OF PRACTICE DURING CONSTRUCTION
() Prior to the commencement of the development hereby approved, a detailed management plan for the construction phase of the development shall be submitted to and approved in writing by the Local Planning Authority. The development shall be constructed in accordance with the management plan.
Reason:
To protect the residential and general amenity of the area from any harmfully polluting effects during construction works and avoid conflict with Policy DEV29 of the emerging Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
